Abstract

When any country tries to count its sources of strength, it will not be limited to mentioning the geopolitical location, energy sources, and other natural resources, but rather extends to include the demographic reality that represents the social cohesion of the people of the country, and the extent of the country's ability to apply democracy in its true sense, away from the influences of the social center, the administrative center, and the political center. And the scientific center and the religious center, and the extent of the true realization of the concept of development, which leads therefore to the investment of time, effort and capabilities, and unfortunately Iraq did not witness the birth of the real application of the concept of democracy and development in all its dimensions, which the people and leaders aspire to achieve, and for this our research came entitled (democracy is a development process and development is a democratic process in the Republic Iraq), to shed light on some of the misconceptions that stuck in the minds of some leaders and elites.
There is a basic problem that the study addresses: the issue of wrong theoretical evidence that has been fed into the minds of leaders and specialists in it, and those minds have been filled with wrong theoretical storage, which has become wrong theoretical evidence, i. As we will see shortly.
The hypothesis of the study lies: Is democracy a developmental process and development a democratic process in the Republic of Iraq? What are the conditions that must be met in the political leadership of democracy and development in Iraq? .
And based on extreme care, the limits of the study included Iraq as a single unit. Thus, our current research came and included a number of basic issues that shed light on the correct theoretical evidence proven in the body of the research, as it included accurate scientific research for the following concepts:
The geographical theoretical evidence of the Iraqi country was one of the basics of the research, then followed by the theoretical evidence of democracy in the correct sense, the theoretical evidence of development in its correct sense, economic and social indicators in the correct sense, the ability to achieve, centralization and decentralization in planning in order to achieve the correct concept of democracy and development, and then clarifying the conditions of political leadership for democracy and development. .
