Abstract
The educational and educational process is a social process affected by the factors of place and time and is based on the faith, capabilities and needs of human and material societies. It is no longer just a service provided to the population, but rather a kind of professional and economic investment (22: p. 422), as it is subject to profit and loss. With this concept, education in all its types and stages aims to achieve community service socially, economically, culturally, ideologically, politically, and militarily. Countries are directly responsible for providing opportunities for their populations and equal opportunities for them in line with development plans and goals. The role of vocational education is not overlooked because it plays the role of preparing and training qualified labor force equipped with the necessary culture to enter the arena of life and the labor market. Within the framework of this philosophy, the function of the vocational school was defined in preparing and qualifying the human elements scientifically, intellectually and culturally in a way that is compatible with the structure of employment supporting development and development (32: p. In any other way” (18: p. 317). Here we recall Lenin's saying, "We cannot believe in education, training, and upbringing if it is confined to the classroom and turns away from the reality of life" (4: p. 9). And since the goal of contemporary education is to prepare man for life, he takes his material from it and then breathes into it strength to push it towards the best, so the lack of experience and qualified employment is among the most important reasons for hindering and delaying development (14: p. 17). And within the framework of the modern view of education in all its forms and in light of conditions whose threads have fallen tentatively over Iraq in an era in which it was afflicted by wars, siege, occupation, sabotage and the destruction of the infrastructure of all elements of its economy and even its social structure, and when good intentions crystallize one day to rebuild, develop and rebuild it and save what is in it The role becomes clear for what vocational education can do in all fields of life by reducing the obstacles to development, including the lack of experience and qualified labor. This feeling was the first motive that prompted and encouraged the researcher to choose the vocational preparatory schools in Diyala Governorate as a subject for research in the field of human geography.
