Abstract

Seminars, conferences and panel discussions stressed the importance of preparing the teacher in a way that enables him to achieve the goals of education before and during service (Iraqi Society 1975, 7-15), (Iraqi Society 1993, 24-26). It appeared in the teacher preparation process, as the idea of developing educational programs on the basis of competencies appeared in the seventies of the twentieth century in the United States of America, after the educational profession development law was issued, which stressed the need to improve the preparation of teachers and other practitioners of the educational process.In 1968 the University of Florida prepared A list of proposed competencies consisting of (1301) paragraphs.In 1969, the teacher movement based on competencies * (C.B.T.E) appeared, after which it spread to the countries of the world, as many educational institutions tended to switch to programs based on competencies (C.B.T.E). Al-Sulaiti 1998, 67), (Al-Haila 2001, 431). What helped spread this movement are multiple factors, including educational, social, vocational and technological, in addition to the fact that it came as a strong response to the weaknesses and shortcomings that characterized the teacher preparation and training programs using traditional methods. Which led to the emergence of a large number of learners who do not have the necessary competencies to carry out teaching operations, which required programs based on competencies, as well as the emergence of modern educational concepts that need high competencies in implementing their implications. (Morsi, 1992, 132).
