Abstract

Recently, a great debate has been raised about determining the form of the political system that should be in Iraq after the collapse of power, and what is the form of the political system through which the relationship between the state and the citizen is determined, and the call to define the social, economic and political paths of society in Iraq, as some of them call for the necessity of legitimacy Authority through elections, and some of them call for federalism, and some of them call for centralization.... It is assumed that the idea of (the social contract) is based on the legitimacy of the relationship between the state and the citizen, where the state must fulfill its obligations towards society in terms of ensuring security and ensuring the creation of the surrounding conditions for society to obtain its basic needs (biological and psychological), in return for the citizen’s commitment to respect Public order, and submission to the law that regulates the various aspects of life in society. From a social point of view, this call implies, implicitly and explicitly, that there is a kind of non-compliance or actual violation, in addition to formal or apparent commitment, which contains in its content an actual violation of the standards of correct interaction in The fields of political, economic, social and religious life in Iraq.
