Abstract

Educators emphasize the importance of school administration in achieving educational and educational goals, as a result of the development of school goals in contemporary society, which is an important factor in facilitating the task of administrators, heads of departments and educational supervisors, and helping them to detect many administrative problems that they face in various scientific, administrative and educational fields. Administrative problems in the General Directorate of Education of Diyala Governorate help to develop appropriate solutions and increase the effectiveness of those in charge of them in the development of school administration. Administrator in administrative and educational institutions Despite the existence of laws, regulations, regulations, and the material and human capabilities available to the systems, the extent of the effectiveness or ineffectiveness of the school administration. It has a strong relationship with the quality of management and how to use and explode creative human energies. Hence, there is an urgent need for administrators, supervisors, and heads of departments who are more than mere practitioners of formal authority, and I need two types of managers who have some characteristics, characteristics, and skills appropriate to the effectiveness of administrative leadership. (Yaghi, 1993, pg. 641) The problem of research appears more in educational organizations whose goals are characterized by generality, spread, lack of clarity, and the difficulty of quantitative measurement. Where the two researchers show (1973,, & Bowen Dressel) in the research (Al-Dulaimi, 1994) that the school administration is not appropriate in order to exert pressure and central authority by the senior management and reduce the role of educational institutions in serving the society and its problems, and the researchers called for the need to define a practical framework for the effectiveness of the administration The study indicated that there are obstacles faced by principals of secondary schools and their assistants in the Sultanate of Oman as a result of some changes, including the variable of the educational environment, and the study included the existence of differences Statistically significant at the level of significance (0.05) for the educational environment. Hence, the importance of focusing on studying the obstacles facing school administrations and generating their anxiety in finding appropriate solutions to solve these problems becomes clear.
